THE CLIENT
The Mizoram State Electricity Board has been entrusted with the generation, transmission
and distribution of electricity under Indian Electricity Board (supply) Act in the
state of Mizoram. The power & electricity department is tasked with providing the
citizens of Mizoram reliable, good quality and continuous supply of electricity
throughout the year. Presently the Mizoram State Electricity Board has a total of
16 mini Hydel Projects and 22 isolated Diesel Power Projects with total capacity
29.335 MW.
THE REQUIREMENT
Mizoram Electricity Board approached us with the problems they were facing with
their current website:-
- Difficult to edit as it was a static design and the employees of the department
were not competent web designers.
- New sections were to be frequently added which was impossible in the current static
design.
- Real time data access was a major issue as the current website was not database
driven.
SOLUTION
We evaluated the current situation and after considerable brainstorming and research
we came up with the idea of implementing a Content Management System for the board,
based on popular open source application - Joomla. We also developed a prototype
EBSKIOSK (Energy Billing System Kiosk), which was set up at different parts of the
State and is used for the payment of energy bills by the individuals.
TECHNOLOGY USED
We customised Joomla and connected it with the central database of the board. The
front end development language was PHP with My SQL as backend
and Oracle as the connectivity database for the central server.
THE IMPACT
Now, any existing consumer could visit the website and get access to relevant circulars,
notices, tariff change notifications, billing history and other relevant details.
Applications for new connections can also be made online. This enabled the board
to make changes to the website in real time with the minimal effort. In fact a person
knowing word editing can modify the website content. Full training was given and
the value of a suitable implemented content management system was visible for everyone
to appreciate.

A similar system has been implemented for a stock broker who needed to update stock
quotes regularly and to offer financial analysis on a daily basis.
